Welcome to LACDE

 

LACDE is an international non-profit association established to assist local authorities around the globe in their struggle against disasters and emergencies. 
The
Union of Local Authorities in Israel (ULAI), originally conceived LACDE, initiated its establishment and serves today as the Internation al Secretariat for LACDE.

       LACDE's Goals are:

ü       To increase the effectiveness of local authorities to prepare for and confront disasters & emergencies, and mitigate the damage of potential disasters, natural of man-made.

ü       To promote the study of disaster management and prevention, in conjunction with appropriate national and international organizations.

ü       To establish a permanent document repository for coordination and collection of material.

LACDE organizes and coordinates international conferences, workshops, training courses and exhibitions on a wide variety of topics relevant to the goals of its mission. In addition it fosters and supports international relations between local authorities to assist and strengthen them in coordinating efforts to confront potential disasters.

LACDE News published several times a year, are a valuable medium for local authorities, government agencies and non-governmental organizations dealing with disasters and emergencies. It is distributed to all members, associated organizations and individuals.

3rd. International Conference
Viña del Mar, Chile
November 30 -
December 3, 1998


The International Conference of LACDE 3 attracted participants from countries, mainly from municipalities and governments as well as emergency agencies.
The topic of the conference was: Towards a New Prevention - Oriented Culture, the main focus was El Niño - Preparedness, Consequences and Rescue Operations.

The conference included two parallel sessions and two field exercises to demonstrate cooperation between national, municipal and emergency agencies as well a volunteers.

The keynote speaker was Mr. Philippe Boulle, Secretariat Director at the UN's International Decade for Natural Disaster Reduction - IDNDR - Geneva , Switzerland .
Mr. Boulle stated: "Recognizing the similarity in LACDE's objectives and those of the United Nations' International Decade for Disaster Reduction (IDNDR), we urge close cooperation between these two organisations.

Proceedings of the 3rd. LACDE Conference in Viña del Mar have been published including papers in English and Spanish.  

 


4th. International Conference
Reykjavik, Iceland
August 27-30, 2000

The 4th Internation al Conference of the LACDE opened in Reykjavik , Iceland , on August 27, 2000. Organized by LACDE, the National Association of Local Authorities in Iceland and Iceland 's Ministry for the Environment, the conference offered a wide range of topics in the majestic city of Reykjavik . 320 participants from 28 countries worldwide attended.

Countries represented were:

Austria, Botswana, Canada, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Israel, Italy, Japan, Kenya, Korea, Latvia, New Zealand, Norway, Portugal, Slovenia, South Africa, Sweden, Switzerland, the Netherlands, Uganda, United Kingdom, Ukraine and USA.

5th. International LACDE Conference
Shanghai, China

October 15-18, 2002

The Shanghai Municipal Civil Defense Office and the Mayor of Shanghai , Mr. Chen  Liangyu, hosted the 5th. International LACDE Conference at the Shanghai International Convention Center .

Main topic of the conference was: "Reducing Risks & Vulnerability through Sustainable Urban Development".

Scientists from around the world presented their experiences in different workshops focusing on the subjects of:

·         Approaches for identifying, quantifying and communicating risks

·         Activities to promote risk reduction in cities

·         Strategies for overcoming obstacles to create safer cities

·         Rescue technologies for urban emergencies

In addition, Shanghai rescue organizations held an impressive exercise to demonstrate their work. 

434 LACDE members and observers from 34 countries followed the scientific program.  

 

 

       LACDE's CRITERIA FOR SAFER CITIES AND RELATED AWARDS

 

The Scientific Committee of LACDE gathered in The Hague in October 1998 to formulate Criteria for Safer Cities and Related Awards that were published in English, Spanish and French. The first award was presented to two municipalities at the 4th. International LACDE Conference in Reykjavik , Iceland , in August 2000. The application process has stirred much interest.

Any local or regional authority may apply. Applications should include a summary of the authority's success in confronting disasters and emergencies in the period 2000-2001 and/or activities implemented to prevent or prepare for potential disasters. Nominations may be made by the Mayor or head of the local/regional authorities or by emergency coordinators or other organizations responsible for handling emergency or related services.

Nomination forms and instructions may be obtained from the International LACDE Secretariat (see CONTACT US ). All forms must be completed in English, and be accompanied by supporting videos, documents, and/or photographs that relate to the criteria.

There is a non-refundable US$ 50 (US$ 25 for developing countries) application fee which has to be submitted with the nomination.

LACDE Membership helps to strengthen cooperation and ties across the globe. Members learn from each other's experiences and share expertise and know-how.

There are two categories of membership in LACDE:

  • Non-governmental organisations and agencies
